The EAGLE II Project leads the HLS-HLD IT Sector

Growth in the IT sector will be driven by programs like the EAGLE (Enterprise Acquisition Gateway for Leading Edge Solutions), cyber-security and command, control & communication (C3) IT. The EAGLE II project, the second phase in the DHS’ effort to create a single, unified contracting vehicle for IT services, leads the HLS-HLD IT sector. EAGLE II, valued at approximately $22 billion, represents 16% of the cumulative 2010-2014 US HLS-HLD IT market. EAGLE II RFIs (Request for Proposal) are expected to be announced by September 2010.
As a result of “lessons learned” from the initial phase, EAGLE I ($45 billion over 10 years), the DHS has streamlined the process and reduced the functional categories from five to three:

Service delivery, including integration, software design and development, and operations and maintenance

Independent verification and validation
In addition, the DHS plans to set aside pools for different categories of small businesses and make it easier to adjust the pool of small-business contractors if companies lose their status during the life of a contract.
